feat: upgrade local dev chain to kitabu spec

Open Mohamed Sohail requested to merge sohail/kitabu-spec into master

Closes #261

  • changed validator signing key to match staging cluster
  • saves chain data to base path (needs sudo to wipe state)

Possible needs more local testing to ensure it doesn't break existing setup
