[Graph Libraries] gv_python library should be listed in Python Package Index

DESCRIPTION
The Python Package Index, located at https://pypi.python.org/pypi is intended to list all public distributions of python language libraries (modules and packages). PyPI is analogous to "CPAN" for the perl language. As a very complete public resource, it is the basis for many commonly-used tools, such as "pip", "virtualenv", and "easy_install". PyPI currently has no listing for "gv" or "gv_python", although it has many entries for third-party "non-canonical" packages that interact with Graphviz. The lack of a "gv" entry makes it less convenient to use this library in a variety of environments, e.g. on a shared host. Because it's not in PyPI, many python developers are likely not even to be aware of this library, and many more will eschew it for Graphviz packages that are better integrated into their workflow.

To fix this, someone on the project needs to register at this page:

Then the entry for "gv" must be created. This may be done at this page:
https://pypi.python.org/pypi?%3Aaction=submit_form
Tools like "pip" are pretty good at finding packages to install and use even if very minimal information is provided in this form.
