[Build/Install] tclpkg/gv ignores --disable-tcl

DESCRIPTION
When configured with
--disable-tcl
I get the compile error
creating libgv_ruby.la

tclsh ./gv_doc_writer.tcl "."
/bin/sh: tclsh: command not found

Also tried adding --without-tclsh --without-wish
ADDITIONAL INFORMATION
[ellson] Disable-tcl disables the tcl API. Tclsh is still required for building as tcl is used by some build scripts. Suggested workaround: a) install tclsh b) install graphviz from binary rpms.
