remove Lefty from CI and portable source tarball

The Lefty tool is deprecated and planned to be removed. 1a4ad00b toggled it to default to disabled in the Autotools build system. This MR takes the next step, switching it off in CI. If we hear no complaints in three months, we can remove build system support for it, then another three months later delete it from the source tree.

The present MR should hopefully accelerate CI on several platforms too.
