Enable building with quartz on macOS

This MR enables building with quartz on macOS as discussed in !1648 (merged). It's WIP because:

  • I don't know if simply adding --with-quartz=yes to configure is the best solution. Should it be auto-set instead?
  • It contains the commit from !1648 (merged) and should be rebased on the master when that MR is merged.
