CI: port ASan job off Ubuntu 24.10

Ubuntu 24.10 is EOL, so I’ve been trying to port the ASan job away from it and then remove other Ubuntu 24.10 jobs. Forward porting to Ubuntu 25.04 does not seem to work. I’ve been playing whackamole with lcov which seems to generate corrupted profiling information. The file(s) it errors out on is not stable. I’ve had ~5 attempts at this and thought I should just create an issue for this and shelve it for now. If we can’t easily resolve this, I recommend backward porting the job to Ubuntu 24.04.
