Windows CI hard codes Python 3.9
While working on #2000, we upgraded the version of Python in the Windows CI tasks to 3.9. More specifically, we setup the task to install the latest Python 3 from Chocolatey. When you install a new package via Chocolatey, you need to update your
$PATH (or is it
%PATH% on Windows?) to see the new software. I hard coded some manipulation of this in 8274d59b to Python 3.9.
This is obviously suboptimal and doomed to break when Python 3.10 is available through Chocolatey. However, I could not get
refreshenv (the documented way of doing this update, and what Chocolatey suggests) to work.
This issue is to remind us this needs debugging/resolving. Or we'll at least need to remember to bump the hard coded path when new Python versions become available.
