Remove link to obsolete Windows version from docs and replace with permalink to latest official release
https://graphviz.org/download/#windows says Stable 2.38 Windows install packages and leads to https://graphviz.gitlab.io/_pages/Download/Download_windows.html which also refers to version 2.38. While it's true that this is a version that can be downloaded and installed, the reader may be led to believe that it's latest version which it is not. It's actually more than 6 years old.
If possible, this should be replaced with a permalink to the latest "official" release. This is currently 2.44 and can be found through this link. This is however not a permalink.
If it's not possible to generate such a permalink, we should just remove the link and replace it with a description on how to find the latest official Windows releases or copy the releases to a place to which we can create such a permalink.
