adapt Windows build instructions to removed MSBuild support

Graphviz no longer supports building with Visual Studio/MSBuild.

    I accidentally managed to push this change directly to the main branch. Sorry about that. I have now changed the protected branch setting to disallow this in future. I had intended to create a draft MR to be merged when we were sure that the next release will indeed be 12.2.0. Let me know if you have any comments on this change and I will create a follow-up MR.

    Sounds good, and the change looks good. I'm glad to have the branch protected, I've also accidentally pushed to main before.
