Had to move some inline Jekyll templating to shortcodes as Hugo
doesn't allow direct templating inside markdown files.

Put the markdown files in a nice hierarchy.

Move download.md to download/_index.md

Ensure all URLs stay the same.

Convert some markdown IDs to work with the new markdown parser.
