Update git submodules via ./bootstrap

Tim Rühsen requested to merge tmp-bootstrap-submodules into master

Make ./bootstrap update the git submodules.

$SUBMODULE_NOFETCH adds --no-fetch to the git submodule command, used in .gitlab-ci.yml.
