cipher-alignment: migrate LDADD/CFLAGS after rename

mini-alignment was updated and renamed to cipher alignment in f63f0e48 mini_alignment_CPPFLAGS and mini_alignment_LDFLAGS were left behind, causing the following automake warning:

tests/Makefile.am:415: warning: variable 'mini_alignment_LDADD' is defined but no program or tests/Makefile.am:415: library has 'mini_alignment' as canonical name (possible typo)

Migrate these settings to the renamed test

Checklist
