Support post-handshake reauthentication in the Guile bindings

These patches update bits of the Guile bindings:

• make-session now allows users to specify connection flags, such as GNUTLS_AUTO_REAUTH;
• the session record port properly loops upon GNUTLS_E_AGAIN and GNUTLS_E_INTERRUPTED;
• gnutls_error_is_fatal is finally accessible from Guile.
