attempt for grooming: Items to be addressed in 3.6.6

The 3.6.6 release will be targetting stabilization of the TLS1.3 code base and as such there will be no new features which are not opt-in. Please switch the milestone of items you may work on to be included in that release to the 3.6.6 milestone.
