RFC 8446 allows only limited [changes](https://www.rfc-editor.org/rfc/rfc8446#section-4.1.2) to the second Client Hello to the first one, though after !1737 the extensions are shuffled, leading to a connectivity issue: https://github.com/luakit/luakit/issues/1101
