fips140: Perform SHA-3 self tests

Add a description of the new feature/bug fix. Reference any relevant bugs.

The self tests for SHA-3 were defined but not run in FIPS mode. This is required for FIPS validation of the SHA-3 implementation.

The patch adds the calls to perform the required self tests.
