Increase the limit of TLS PSK usernames
This MR has been created from a patch submitted by Hannes Reinecke (@hare1712).
This patch changes memory allocation of TLS PSK usernames from static to dynamic while also enforcing an upper bound for username length to be 2^16 - 1.
