As noticed by Niels Möller, GnuTLS will fail compilation (in benchmark-tls.c) if GOST is disabled. This was not noticed by the CI as minimal build skipped building gnutls-cli.
This MR:
- enables building
gnutls-cli(andgnutls-serv) unconditionally, - fixes build issue.
