Compilation time disabling of TLS 1.0, TLS 1.1 and DTLS 1.0

TLS 1.0, TLS 1.1 and DTLS 1.0 are only getting weaker and are used less and less.

GnuTLS should provide a compilation time flag to disable support for those obsolete protocols so that they can't be used accidentally.
