update base images
- Fix a c&p error which caused f30 image to use fedora 29;
- Switch to Debian stable instead of testing to get MIPS back.

The 17.0 major release is coming on May 16, 2024! This version brings many exciting improvements to GitLab, but also removes some deprecated features.
