Adding full disk access issue

- Attach ~/Library/Preferences/com.googlecode.iterm2.plist here (drag-drop from finder into this window)

Detailed steps to reproduce the problem:
- cd ~Downloads
- ls
- Observe "Operation not permitted" message
- Try to add full disk access in system preferences
- Do not find iterm in list of applications listed to add to full disk access
What happened: I cannot seem to add iterm to have full disk access in system preferences. Therefore I cannot do "ls" command in Downloads directory.
What should have happened: I am prompted to allow full disk access, or can add in system preferences. I cannot seem to do either method.
