Changing tab name in fullscreen hotkey window hides the hotkey window behind other windows

Detailed steps to reproduce the problem:
- Focus a non-fullscreen window of some other application (e.g., Chrome)
- Activate a fullscreen hotkey window with a hotkey
- Select "Edit Tab Title" via a key binding (in my setup, I have
Select Menu Item: "Edit Tab Title"
bound to Option+Shift+Command T)
The fullscreen hotkey window and the title editing dialog will be hidden behind the other application's window. To get around this, I've had to change the tab title when only the desktop is visible or when in a fullscreen window of another application. Ideally, the hotkey window and title editing dialog shouldn't hide behind other windows.
Bonus: in the Keys > Key Bindings settings, the Action column for Select Menu Item key bindings are (for example) displayed as Select Menu Item: "Edit Tab Title
without a second double quote. This doesn't seem to be due to truncation, as the second double quote is missing even when longer strings in the same column are shown in full. Please let me know if I should file this as a separate bug. Here's a screenshot:
