Hang after open command

Detailed steps to reproduce the problem:
- Run any open command, or any command that launches an external application:
open -a TextEdit
After running an
open command, cursor moves to next line and continues blinking, but doesn't continue for the next 30-60 seconds. Target app opens immediately, but any parameters passed to it are long delayed. For example, running
subl . to open the current directory in Sublime Text switches immediately to Sublime, but the new window doesn't open up until the iTerm2 session continues, which takes around 30 seconds in most cases. Same with any other command.
Frustratingly/interestingly, turning on debug logging fixes this issue. I can not replicate it with logging turned on.
What should have happened:
open command should execute immediately and return to shell. This works fine in Terminal. I tried multiple Profiles and sessions, different shells, the result is always the same in iTerm2. I've been seeing this for a little while, at least for the last 2 updates. I found a similar report from 3 years ago on StackExchange but I haven't had the problem for more than a couple of months.
