Smart Selection actions: "Run Command…" does not work

Detailed steps to reproduce the problem:
- Add a Smart Selection rule, edit actions, "Run Command…", add a command
- Right click on text which matches rule
- Select context menu action created above
What happened: Nothing
What should have happened: Command should be run
It looks like "Run command in new window" works, but leaves a shell with a terminated session sitting there. It is also unclear what the relationship is between smart selection and semantic history. Command+hover over smart selection rules seems to highlight based on those rules. What I really want to do is 1. specify a non-standard pattern for file matching, then 2. open that file in sublime text 3 (and possibly add a directory prefix to the filename automatically in a script)
