In 3.3.0b there's a delay when calling shell scripts

In 3.3.20190404nightly, I find that when I call shell scripts from the bash prompt there is a rather noticeable delay before they actually get launched. This delay disappears immediately upon downgrade to 3.2.8. Also, the delay doesn't occur when the same shell scripts are launched from other applications (e.g. Hammerspoon).
For example, I have a shell script that launches MacVim with certain arguments. Call this script
foo. So normally from the terminal prompt I just type
foo and up pops a MacVim window. In the 3.3 nightly it takes around a second for that MacVim window to appear. In 3.2.8 it's more like 0.2 seconds or even less. I also sometimes launch that same
foo from Hammerspoon, and when I do, it's blazing fast (this despite that fact that in Hammerspoon the shortcut that runs
foo has to do
source ~/.profile first).
This is not a quirk of
foo, either. It happens for other shell scripts too, including all the ones that themselves call
