Regression in handling of ⌘+mouseclick on links

Detailed steps to reproduce the problem:

What happened:
- Opened in brand new Chrome window
What should have happened:
- Opened in most recent Chrome window, i.e. new tab in recently focused window
This is useful when I'm developing new features with our client and intentionally browsing Incognito to avoid sensitive data (e.g. session tokens) being persisted to Chrome's history. Currently, all windows are opened in non-Incognito windows regardless of my most recent session.
The regression is subtle but occurred in the last few months. I didn't bother reporting it initially as I thought it might resolve itself in later builds, but it's still happening today with the most recent beta version. My current workaround is to manually copy/paste sensitive links in to Incognito windows.
