Vertical scroll speed with keyboard shortcuts is slow/capped

- OS version: Yosemite 10.10.5

Detailed steps to reproduce the problem:
- Set the Mac OS key repeat rate to super fast (example: I have it set to 10 milliseconds using Karabiner)
- Open iTerm2 and fill up a few pages with shell output (run a bunch of "ls -la" for example)
- Attempt to scroll up in the history with the "cmd + up arrow" shortcut
What happened: The scroll speed is slow and seems capped to some fixed number (maybe related to framerate?)
What should have happened: The scroll speed should be blazing fast! If you open up vim inside iTerm2 and paste a large document inside, and then scroll using the native vim shortcuts, the text scrolls much faster. It seems like iTerm's native shell scrolling is being capped for some reason.
