Option as Meta doesn't work, only works as +ESC

If I set the preference for the option key to send Meta, it seems to get mis-interpreted by everything from the shell to emacs. In emacs, for example, when I press Option-x then type any other letter, I get printed "\370[other letter]". If I change the pref to send +ESC instead, emacs picks it up as if I'd hit meta (as it should).

I used `od to see what info was being sent to the terminal:

I'm using the latest version, Alpha 14, on a standard US qwerty keyboard.
