Issue assigning Ctl+Alt+` as keyboard shortcut

What steps will reproduce the problem?

Keyboard shortcut updated and working. Instead, I get nada.

Added some NSLog() calls throughout the code. Cocoa's not my strong suit, but I traced it back up to iTermApplication:sendEvent. Adding an NSLog call to it shows the event being generated on key press for Ctrl, Alt, but not for What steps will reproduce the problem?

Hitting any other key fires the event as expected and every other modifier combination with the works as well.
I thought this might be an issue with Visor and/or SIMBL being installed. First tried removing Visor to see if that fixed it, then tried completely uninstalling SIMBL. Neither fixed it.
I've also verified in System Preferences -> Keyboard -> Keyboard Shortcuts that there are no system-wide shortcuts defined for this key combo. I've attempted closing all applications that have system shortcuts installed to see if they have any effect (Alfred, Minco, and Evernote). None of those changed the behavior either.
I haven't tried running this on a clean user yet, but that's the only thing I haven't done.
