Command-Backtick (Cmd-Tilde) doesn't work when fullscreen

To reproduce:
Open two iTerm windows.
Hit Cmd-Ctrl-F to make one of them fullscreen
Hit Cmd-To reproduce:
Open two iTerm windows.
Hit Cmd-Ctrl-F to make one of them fullscreen
Hit Cmd- to switch to the other one.
Nothing happens!
I would expect the other window to be brought to the front, with the fullscreen window behind it. Hitting Cmd-To reproduce:
Open two iTerm windows.
Hit Cmd-Ctrl-F to make one of them fullscreen
Hit Cmd-` to switch to the other one.
Nothing happens!
I would expect the other window to be brought to the front, with the fullscreen window behind it. Hitting Cmd- again would restore the fullscreen window to the front as before.
Other apps work the way I'd expect (one example, macvim). Cmd-To reproduce:
