Diacritical marks are not correctly added to some code points

What steps will reproduce the problem?
- Use Python3 to output the code points in question.
i.e. python3 -c "print('\U0001F4A9') correctly outputs the unicode "Pile of Poo" = dog dirt character
python3 -c "print('\U0001F4A9\U000020DD')" illustrates the problem
What is the expected output?
python3 -c "print('\U0001F4A9\U000020DD')" should output this character with the "Combining enclosing circle" diacritical mark surrounding it. Instead, the mark is output to the right of the character.
What do you see instead?
The mark is output to the right of the character that is should be enclosing.
What version of iTerm2 are you using?
Build 1.0.0.20140112
What OS version are you using?
OS X Mavericks 10.9.2
