Mangling keyboard input

I am having trouble with command line input/editing. Specifically, I see several problems:
- If the command line exceeds the width of the window, it wraps around, but does not drop down to the next line to continue. In other words, characters entered start over-writing the current line at the left margin.
- Editing of command history is mangled: Extra letters are carried over from previous commands at the left margin, and these extra letters are not editable. For instance, with a command history like
> mate ~/edit/this/file
> sudo gem install fubar
>
Hitting the up-arrow twice might result in the line
> sudo gmate ~/edit/this/file
where the "sudo g" is garbage, and can't be edited.
I suspect I've got some kind of conflict, but I'm not sure what it is, and would appreciate some help tracking it down.
Other information:
- TERM (and Preferences/Terminal) are xterm-256color
