After Ventura update: hotkey window causes space switch

## Detailed steps to reproduce the problem
1. Configure iTerm2 for hotkey (quake) mode
2. iTerm2 is not bound to any workspace, neither in its preferences nor in the dock
3. my Mac is set up to use spaces (pretty much as I'd do on old-school WMs on *ix platforms)
4. After launch things work normally, i.e. after hotkey iTerm2 slides down in whatever space I am
## What happened
After a while (I haven't yet been able to single out something in particular), when pressing the hotkey works only correctly in the space where I have last used the slide down window. When entering the hotkey in a different space, Ventura performs a workspace switch to the space where I have last used iTerm's slide down window but does not show the window. If now pressing the hotkey again, it will slide down (consistent with above: if in the "right" space, things are fine).
I have tried out assigning and unassigning again iTerm to particular spaces, no effect.
## What should have happened
It should work as before, i.e. regardless of the space I am in at a moment, the window should always come down and not cause a space switch.
