opening tmux sessions in tabs has changed

Detailed steps to reproduce the problem
- ssh to a machine
- attach to existing tmux session
What happened
New tabs are created in the first window
What should have happened
New tabs are created in a new window.
This used to be what happened and was much easier to use especially when connecting to different machines (you had one window per group of tmux sessions from a machine)
https://iterm2.com/python-api/preferences.html OPEN_TMUX_WINDOWS_IN suggests the current behaviour is intended but it's not what used to happen, I've changed the value to other settings and tested.
If it is meant to happen like this then they should open in the current window not the first window, but opening as tabs in a new window, like it used to, would be better.
When I get some time I'll try and reinstall old versions to see when it used to work, it wasn't more than 2-3 months ago
