Actions are deleted from the toolbelt when the toolbelt does not have focus

Detailed steps to reproduce the problem:

1. Show the toolbelt
2. Add an action to the toolbet
3. Highlight the added action
4. Click the Terminal window
5. Press cmd-backspace

What happened: Action was deleted

What should have happened: Action should not be deleted
