Mouse scroll sensitivity too low; "Scroll on any scroll wheel movement" setting has no effect

• iTerm2 version: 3.3.6
• OS version: 10.14.6

Detailed steps to reproduce the problem:

1. Decrease sensitivity of mouse scroll (rolling the wheel a small amount produces a small vertical scroll)
2. Scroll up or down on an iTerm2 window

What happened:

No vertical scroll for small wheel rolls. Rolling the wheel a large amount eventually scrolls the window.

What should have happened:

Window should scroll vertically on any amount of wheel roll.

Other notes: I have a Logitech MX Master 2S but am using the SteerMouse driver. My vertical scroll settings in SteerMouse are: Acceleration: 0.3125, Sensitivity: -21. iTerm2 does not vertical scroll in either Ratchet or Smooth Scroll mode for the Logitech mouse for small amounts.

I also set the advanced setting "Scroll on any scroll wheel movement, no matter how small?" to Yes. This doesn't seem to have any affect on the scrolling behavior.
