Control-Tab doesn't honor order of iTerm tabs

• iTerm2 version: 3.3.2
• OS version: macOS 10.14.6 (Mojave)

Detailed steps to reproduce the problem:

1. Open a number of tabs in iTerm
2. Re-arrange the tabs into a different order
3. Press Control-Tab to cycle through the tabs in the current window

What happened: It cycles from tab 1 to 5 to 2 to 4 to 3 to 6

What should have happened: It cycles from tab 1 to 2 to 3 to 4 to 5 to 6 and back to 1
