Hotkey window selection through MIssion Control immediately hides window again -- sometimes

Detailed steps to reproduce the problem:
- Open a pinned, non-floating window by its hotkey
- Select any other running application's window that will obscure the terminal window
- Hit the hotkey again -- term window comes to the front, as expected, and stays there
- Now select an obscuring other window again
- Now try to raise the hotkey window by making the Mission Control gesture and selecting it from there
What happened:
The hotkey window is brought to the front, but immediately disappears behind the obscuring window(s) again.
What should have happened:
Perhaps I have the wrong mental model here, but I am always expecting a terminal window that I select from Mission Control to remain active and on top, just as if I had summoned it via its hotkey.
Note that the observed behaviour is, in any case, also inconsistent. Many times when you Mission Control-select a hotkey terminal window it will remain in front. There seems to be a correlation with how many different hotkey windows I have opened. I.e. just now when I was generating the debug log file, I began with just a single hotkey window, and selecting it from Mission Control has exactly the same effect as summoning it via its hotkey. It was not until I opened a second terminal (attached to a different hotkey) that I started getting the 'bring window to front and immediately hide it again' behaviour.
