UTF-8 Rendering Broken in Alpha 16

What steps will reproduce the problem?
- Echo non-ASCII UTF8 characters.
What is the expected output? What do you see instead?
I would expect to see the characters rendered correctly.
What version of the product are you using? On what operating system?
Mac OS X 10.6.6
