Captured mouse does not activate pane.

What steps will reproduce the problem?

1. Open two panes.
2. Start vim
3. :set mouse=a
4. Make the vim pane inactive
5. Click in the vim pane.

What is the expected output? What do you see instead?
The cursor in vim is moved but the pane is not activated.

What version of the product are you using? On what operating system?
trunk, 10.6.5
