hot key no longer works in macOS Sonoma

• Attach ~/Library/Preferences/com.googlecode.iterm2.plist here (drag-drop from finder into this window)
• Attach a debug log, if possible.
• Attach a screen capture video if it would make the reproduction steps clearer.

Detailed steps to reproduce the problem

1. Setup double press of control or option or command as the toggle for the drop down iterm window
2. Upgrade to macOS Sonoma
3. Try any of the toggle keys, if any app other than iTerm2 is in foreground, toggle key doesn't do anything
