Hotkey window doesn't always respond to hotkey on macOS Sonoma

• OS version: macOS 14.0 (23A5312d)
• Attach ~/Library/Preferences/com.googlecode.iterm2.plist here (drag-drop from finder into this window)
• Attach a debug log, if possible.
• Attach a screen capture video if it would make the reproduction steps clearer.

Detailed steps to reproduce the problem

1. Toggle hotkey window
2. After a random amount of time the hotkey no longer brings the window up
3. Click the iTerm2 icon in the dock which brings the hotkey window back
4. After a random amount of time the hotkey no longer brings the window up
5. Rinse and repeat

What happened

Hotkey window does not always respond to pressing the hotkey

What should have happened

Hotkey window always comes up when hotkey is pressed
