Configure oauth registration

james kiger requested to merge configure_oauth_registration into reconfigure-registration-settings

Extends the dj_rest_auth SocialLoginSerializer to change the validation method and enable blocking of user registration via oauth login.

This will remain a draft while I check with the dj_rest_auth's maintainers to see if they would be open to a code revision that would not require copying over so much code to GlitchTip.
