ENABLE_OPEN_USER_REGISTRATION=False still allows me to register an account openly

Have you tried to reproduce the problem on https://app.glitchtip.com? This can be a good baseline to see if it's a software bug or a problem specific to your environment. N/A, this is about self-hosted.

Just deployed a fresh Docker container
glitchtip/glitchtip:v1.12.5, registered a user account, then edited env var
ENABLE_OPEN_USER_REGISTRATION=False to close it up for private use.
Then I was validating that it wouldn't allow me to create a new account, but the registration page allows to register users openly...
Am I missing something trivial?
ENABLE_OPEN_USER_REGISTRATION=False should actually disable new user registrations.
