11.0 follow-up: ensure that all issues needing FE and BE have capacity for both during the month

Make sure all parts (FE and BE) have time to work on the assigned issue. Happens that one might prioritize the issue a bit more than the other (or have more time to work on it), which will probably lead to delays and blocking.
