Consolidate repositories in gitlab-pivotal group

I propose we archive, the following as they appear empty:

• https://gitlab.com/gitlab-pivotal/p-learn-bosh
• https://gitlab.com/gitlab-pivotal/gitlab-ee-pcf-tile
• https://gitlab.com/gitlab-pivotal/learn-bosh-release

We need to investigate and either archive or add a proper README

• https://gitlab.com/gitlab-pivotal/capybara-docker-image
• https://gitlab.com/gitlab-pivotal/bosh-docker-image

We are using:

• https://gitlab.com/gitlab-pivotal/gitlab-ee-bosh-release
• https://gitlab.com/gitlab-pivotal/gitlab-ee-with-tile-gen

but we don't need to have issues enabled there. This is because it is very hard to track all the issues for multiple repositories. For now we should have a single source of truth.

This single source of truth can be https://gitlab.com/gitlab-pivotal/p-gitlab-ee.

Lets make sure that we are on the same page here.
