Review CI codeowner file to add any missing job artifact files

Why?

Action item from FCL for incident 8619.

Job artifact related files should be reviewed by a Verify maintainer.

Proposal

gitlab!115481 (merged) added required approval by Verify maintainers on CI file changes. We need to review this and add any job artifact related files/directories that are not covered by the existing CODEOWNERS rule.

Definition of Done

1. All known job artifact related files/directories require approval by Verify maintainers
