Remove searching for issue link ID in resource_gitlab_project_issue_link Create function

For !2840 (merged) we had to do a pagination workaround to search for issue link ID. A follow-up issue to expose the issue link ID has been created here so that such workaround won't be necessary in the future.

Once it has been exposed, we should remove the workaround added in !2840 (merged)
