gitlab_project_job_token_scopes fails to refresh due to group vs project id

Hello,

I'm running in to this error "Error reading groups for project scopes" when using gitlab_project_job_token_scopes

It seems that the gitlab_project_job_token_scopes does not try to guess if the ID is a project or a group as in gitlab_project_job_token_scope
