Update attributes in `gitlab_project_protected_environment` to address flaky tests

Update the attributes in project protected environment to use nested_attrbutes instead of nested_block to improve comparison logic based on https://gitlab.com/gitlab-org/terraform-provider-gitlab/-/blob/main/internal/provider/resource_gitlab_project_protected_environment_flakey_test.go?ref_type=heads#L19
